LBS1 Limitation Removal
An applicant holding a special education LBS1 Limited certificate endorsed in one or more of the following areas: Learning Disabilities, Social Emotional Disorders, Educable Mentally Handicapped, Trainable Mentally Handicapped of Physically Handicapped and seeking an evaluation of transcripts for removal of limitations please do one of the following options listed below. There is no fee required for this request.
1st option:
Complete ISBE form 73-83 Verification of Teaching Experience for Removal of Limitations on Limited Learning Behavior Specialist I (LBS I) Endorsement
For purposes in removing the limitations on your LBS 1/limited endorsement as provided in Section 25.46(g) (6) of the Transition Rules, you may claim experience in teaching students with one disability for which you do not hold a credential as follows:
- If you have an endorsement (or another state's comparable credential) valid for teaching students with learning disabilities (LD) or social/emotional disorders (S/ED), you must submit verification of at least three years' full-time teaching experience in serving students with one of the primary disabilities of educable mentally handicapped (EMH), trainable mentally Handicapped (TMH) or physically handicapped (PH).
OR
- If you have an endorsement (or another state's comparable credential) valid for teaching students who are EMH, TMH OR PH, you must submit verification of at least three years' full-time teaching experience in serving students with one of the primary disabilities of LD or S/ED.
2nd option:
Complete ISBE form 73-85 Request for Review of File to Remove Limitations on LBS I
If you have received an LBS 1/Limited certificate or approval, you may use this form to request ISBE to review your file for additional documents that may have been missing during the conversion or to review new information that you are providing to remove limitations. Please complete the form if you apply to one of the following listed below:
- You have completed the training sequence developed by the ISBE (attach copy of certificate of completion and list data completed).
- You have completed additional college work in the characteristics and methods. (Attach official transcripts showing the courses and credits.)
- You have passed the subject matter knowledge test of the Illinois Certification Testing System.
- You have passed the examination for Learning Behavior Specialist 1 of the Illinois Certification Testing System.
- You have attached verification form (ISBE 73-83) showing that you have taught for three years.
- Three years have passed since you began teaching in special education after receiving your LBS 1/ Limited designation. (Attach a letter verifying your special education teaching experience from your district superintendent and show dates.)
Special Education Approval Areas
Approvals in Special Education will be limited to the grade level of the teaching certificate which the individual possesses. To apply for an approval, an applicant must complete ISBE Form 73-52 Endorsement of Elementary, Secondary or Administrative Certificate and apply for an Approval or Endorsement in LBS I on an 03, 04, 09, 10 and 29. Current Approvals are valid for three years only and do not qualify a teacher as "Highly Qualified." The difference between an Approval and an Endorsement is an Endorsement requires a passing score on the LBS I test.
- Survey of exceptional children
- Characteristics course in multi-categorical disabilities
- A methods course in multi-categorical disabilities
- Psychological diagnosis for all types of exceptional children
Early Childhood Special Education Approval Areas
An applicant holding an Early Childhood certificate and seeking an Early Childhood Special Education Approval should complete ISBE Form 73-26 Request for Evaluation of Approval Areas of Special Education. In addition, all early childhood special education staff shall have all four of the following courses listed below. There is no fee required for this request.
- Special Education Methods for the Young Child
- Early Childhood Special Education Assessment
- Child, Family and Community Relationships
- Development of Language
The application should be submitted along with any applicable official transcripts or other supporting documents to ROE #40.
