Teachers have four years of teaching experience and have met the professional development requirements:
Electronically
- Using the Educator Certification System (ECS) enter the required professional development and submit the Statement of Assurance. Check back into your ECS account periodically for approval. Once your statement of assurance is approved, you will need to apply for the standard level certificate and pay registration fees.
- Submit letter(s) from the school district(s) verifying four full years of teaching experience. Click onto Teaching Experience for further information and apply for the standard level certificate and pay registration fees.

Paper Procedure
The following paperwork needs to be submitted to the ROE:
- Completed ISBE Form 73-03 Application for Teaching Certificate. Please sign in both designated areas and answer all yes/no questions.
- Completed ISBE Form 73-10 Certification Registration. Please sign in both designated areas and answer all yes/no questions.
- Completed ISBE Form 73-97 Statement of Assurance
- Letter(s) from the school district(s) verifying four full years of teaching experience
- Application and registration fees
